General Secretary Winston Lee, being the Chief Executive of the FAS secretariat, shall be responsible for the day-to-day operations of the FAS, and for any decision that he is empowered to make by the FAS Constitution or any other regulations. Any decisions that are beyond the mandate of the General Secretary will only be taken by the newly elected Council.

Article 28.15 of the FAS Constitution and Article 20.3 of the Electoral Code have to be read together. As the Electoral Code makes provision for each voter to vote for one (1) candidate only, it follows that each voting member can only vote for one candidate out of the list of candidates standing for election as a Council Member.

S.League sit-out clubs sat out of the S.League to strengthen their financial position. During the sit-out period, they are encouraged to engage the community with football activities for the community at large. They may apply to return to the S.League when they are financially stable. However, their application will be subject to meeting stringent criteria, and is at the discretion of the FAS and S.League.

Article 28.14 of the FAS Constitution states that: For the election on a Slate Basis, two-thirds (2/3) of the votes of the Ordinary Members present and eligible to vote are necessary in the first ballot. In the second ballot, a simple majority (more than 50%) of the valid votes cast is sufficient. From the third ballot onward, the Slate which receives the most votes shall be elected.

44 Ordinary members have renewed their membership for 2017, and two Ordinary members from 2016 have informed us that they do not wish to renew.

The Football Association of Singapore is aware of the issue faced by National Football League (NFL) clubs over the release of national servicemen to play for them in the NFL. We are currently in dialogue with SAFSA and Police SA on the release of these players and hope to achieve a positive outcome for all parties.

Balestier Khalsa FC player Raihan Rahman has been charged for an act of misconduct for allegedly using a racial slur on an opponent during an off-the-field incident during the Great Eastern-Hyundai S.League match between Balestier Khalsa FC and Warriors FC, played on 28 February 2017.

The current S.League Player Contract conforms to the minimum contractual requirements and guidelines of FIFA. It contains all rights and duties between both signatories (Club and professional player) and defines all the Club's financial obligations to the Player in accordance with the Laws of Singapore.

Overseas attachments and training stints will enable our players to gain invaluable exposure which will further strengthen their capabilities. In recent years, we have secured overseas training stints for our players at various age-groups including Safuwan Baharudin, Izwan Mahbud, Adam Swandi and Hami Syahin.

The funding processes from the S.League to the clubs remain unchanged from previous seasons. Subsidies are disbursed monthly only after clubs have submitted the requisite forms. We have not been informed of any late or non-payment of salaries by any club. All clubs are to pay the players’ salaries on time as part of good club management.

We expect our players and officials to uphold the highest standards of behaviour on and off the pitch, and we will not hesitate to take action against individuals who are found in violation of the Code of Conduct.

The intent of the kick-in rule is to encourage short passes, enable the team to maintain possession of the ball, and build up play, especially for children aged 9-13. The rules of the tournament were amended with reference to the Football Association of Singapore Grassroots Manual and in consultation with us.

The Myanmar Football Federation had invited the Singapore Under-22 National Team to play an international friendly against the Myanmar Under-22 National Team in Yangon, Myanmar, on 19 February 2017. As part of our ongoing preparations for the 2017 SEA Games, our coaches accepted the invitation and in accordance with international guidelines, the match was also sanctioned by the Asian Football Confederation. It was a positive experience for our team – which had an average age of 19.67.

The fixture list that has been released is the finalised schedule. We have not received any official requests for postponements from any club, and will look into any such requests on a case-by-case basis as there are many factors to consider.

Following the approval of the new Constitution, we embarked on the final phase of our preparations for the election of Council members: the drafting of the Electoral Code. We consulted FIFA and AFC during the drafting process, and the final draft of the Electoral Code has since been sent to Members. The election will be called after we have received the inputs from Members, and the subsequent finalisation of the Electoral Code.

At present, the participation of Albirex Niigata FC (S) (ANFC) in the S.League is based on the understanding that it is a foreign club and should comprise of all Japanese players and technical staff. ANFC has contributed very much to the S.League and has performed well both on and off the field, with a number of their players having gone on to play for other S.League clubs.
