Team Manager, Junior/National Development Centre

Job Summary

The Development Centres (Junior National Development Centres (JNDC) and National Development Center (NDC)), under the supervision of the FAS, aim to develop future Singapore National Team players who will not only represent Singapore but also raise the level of our National Teams.

 

Reporting to the Senior Head, Technical Administration, the Development Centre Team Manager is responsible for the operational and administrative management of the Junior National Development Centres (JNDC) and National Development Center (NDC). The role extends to supporting FAS Youth National Teams.

 

Duties & Responsibilities

 

  • Stakeholder Coordination: Liaise with the FAS, football clubs, football academies, schools, SportSG, MCCY, and other relevant parties to facilitate player release for local and international matches. Maintain positive relationships with stakeholders.
  • Schedule Planning: Collaborate with the FAS Technical Department, JNDC, NDC, and National Team coaches to develop annual training and competition schedules, considering school and international competition calendars.
  • Strategic Direction: Work closely with coaches of FAS Technical Director, JNDC, NDC, and FAS Youth National Teams to provide strategic input for player development.
  • Facilities & Equipment: Ensure all necessary facilities and equipment are available for NDC and JNDC training sessions.
  • Documentation & Compliance: Complete and submit all required documents on time for eligibility in Singapore Sports Institute (SSI) supporting services, SportSG and FAS and ensure overall compliance.
  • Travel Management: Coordinate international travel arrangements for the team, including visa, accommodation, meals, and flights.
  • Inventory Management: Liaise with apparel partners and oversee the inventory of equipment and apparel across FAS venues and storage areas.
  • Financial Processing: Manage allowances purchase orders and provide financial reports to the FAS and SportSG.
  • General Administration: Conduct general administrative duties to support the day-to-day operation of the Development Centres.
  • Reporting: Prepare and submit timely reports, plans, and data to the FAS database.
  • Attendance Monitoring: Attend relevant training sessions and events to maintain daily attendance records.
  • Overseas Travel: Some travel with the teams may be required.
  • Miscellaneous: Undertake other duties as assigned by the Technical Director and/or General Secretary.

 

Pre-requisite

  • Diploma/Degree in a related discipline.

Logistics Officer, National Development Centre

Job Summary

 

The Logistics Officer is responsible for effectively managing and maintaining sports equipment and gear for Junior National Development Centres (JNDC), National Development Center (NDC), and Youth National Teams. Reporting to the Senior Head, Technical Administration, the role includes inventory control, preparation for training and matches, and logistics support for overseas tours. The role extends to supporting FAS Youth National Teams.

 

Duties & Responsibilities

 

  • Equipment Management: Take custody and responsibility for all equipment and supplies, ensuring they are secure and properly maintained.
  • Preparation & Cleanup: Prepare training and match gear before events and ensure they are correctly stored or cleaned afterwards.
  • Maintenance: Ensure that all equipment is in usable condition and is clean, performing minor repairs if necessary.
  • Logistics for Overseas Tours: Prepare and pack all necessary equipment and supplies for overseas tournaments and training tours.
  • Transport Assistance: Assist in transporting team equipment and supplies domestically and internationally.
  • Team-Specific Responsibilities: Primarily responsible for JNDC, NDC, and, at times, assigned to Youth National Teams.
  • Inventory Management: Oversee the equipment and apparel stock inventory across FAS venues and storage locations.
  • Other Duties: Undertake other duties as assigned by the and/or Technical Director.

 

Pre-requisite

  • Must have experience in logistics or inventory management.
  • Able to work flexible hours, including weekends and evenings, as required by match and training schedules.

Staff Coach, National Women’s Youth Teams (Project Basis)

Job Summary

The FAS is looking for staff coaches to be part of the various National Women’s Youth Teams (Under-19, Under-16 and Under-14). Reporting to the Technical Director, and the Head Coach, Women’s National ‘A’ Team, the Staff Coach, National Women’s Teams is responsible for the preparation of the respective National Women’s Teams.

Job Description

  • Plan and strategise the performance of the National Women’s Youth Teams with the target of meeting performance targets of all international and regional.
  • Responsible for selecting players, planning and implementing effective training programmes and coordinating programmes and activities and commitments of the Teams in consultation with the Technical Director and other National coaches of youth.
  • Oversee the training programmes and preparation of the National Women’s Youth Teams in accordance with the FAS playing philosophy.
  • Any other duties as assigned by the Technical Director

 

Job Specifications

  • Minimum AFC “B” Coaching Diploma holder or equivalent
  • At least 1-year experience in coaching at an elite level, preferably with experience in coaching women’s football
  • Strong management, organisational, motivational, and strategising skills
  • Excellent interpersonal and communication skills.
  • This will be a Contract For Service appointment.

Executive, Competitions (SYL)

Job Summary

 

Reporting directly to the Senior Manager (Competitions), the Executive (Competitions) shall be responsible for the daily administration of the Singapore Youth League and/or other tournaments under the purview of the Department. The Executive (Competitions) is also required to assist in the planning and execution of football events and projects.

 

Job Description

 

  • Perform the role of Competition Manager for Singapore Youth League or any other assigned portfolio.

 

  • Scheduling and drafting of domestic competition formats and league fixtures as directed.

 

  • Assist in planning, coordination and execution of all FAS and/or Singapore Premier League tournaments, matches, events, exercises and projects.

 

  • Handle all administrative and operational functions related to FIFA Connect, MyFAS and AFC Competition Management System and their related modules.

 

  • Correspondence with Participating Clubs on all competition matters.

 

  • Perform duties of the Competitions Official at Singapore Premier League and international matches outside of official working hours on a regular basis.

 

  • Perform duties of the General Coordinator/Assistant General Coordinator and other supporting roles during tournaments and matches as directed.

 

  • Maintain systematic records and statistics of relevant competitions and tournaments and database of players/officials.

Senior Executive, National Teams Management

Job Summary

Reporting to the Senior Head, Technical Administration, the Senior Executive, National Teams Management will provide leadership, administrative and organisational support towards the management of all FAS National Teams, including the National Youth Teams and the Young Lions.

Primary Duties & Responsibilities

 

  • To provide leadership and administrative support for the National Teams department’s liaison with Clubs, Schools, MINDEF, MHA, SportSG, SNOC, MCCY, and other relevant stakeholders for the release of players for international and local matches and develop positive relationships.

 

  • Work closely with Technical Department and National Team coaches to develop annual training and competitions schedule taking into consideration the FIFA Calendar for international competitions under FIFA, AFC and AFF.

 

  • To work closely with the respective National Teams coaches & the Football Development & Excellence Committee to provide strategic directions for the National Teams.

 

  • To facilitate and ensure all required facilities and equipment are available for the Teams’ programmes.

 

  • To ensure that the necessary applications and documents are completed and submitted on time to continue being eligible for Singapore Sports Institute (SSI) supporting services.

 

  • To ensure that all international travel arrangements including visa applications, accommodation and meals, flights, application of leave for players, part-time staff & volunteers are made in advance for the Teams’ programmes.

 

  • To liaise with the apparel partner to ensure that the equipment and apparel stock are in place and delivered when required.

 

  • To ensure that players’ welfare (insurance, medical treatments, allowances, scholarships, etc) are taken care of.

 

  • Organise programmes to cultivate players’ capabilities for post-playing careers.

 

  • To be present when required at training sessions and events involving the National Teams / Young Lions and to keep a daily record of attendance of players.

 

  • Some overseas travel with the National Teams is required.

 

  • To formalise, establish and build on policies with MINDEF and MHA with the support of SportSG and MCCY with regards to the release of players during National Service for the Young Lions and the various National Teams.

 

  • Undertake any other duties as assigned by the Technical Director and / or General Secretary.

Content Producer, Content & Production

Job Summary

Part of the FAS content team, the Content Producer, Content & Production will help in all pre-production, production and post-production matters pertaining to scripted video shoots for digital content as well as live streaming of matches.

Job Description

• Film and edit long-form and short-form video content for FAS, SPL and WPL social media platforms
• Conceptualize content plans for various marketing events/campaigns
• Create social media content plans
• Serve as a photographer for football matches as well as FAS events
• Storyboard video concepts for corporate content
• Manage projects in terms of manpower, scheduling and equipment
• Oversee the procurement of vendors and equipment
• Be adept in Adobe Creative Suite

Referee Development Officer

Job Summary

The Referee Development Officer (RDO) will assist in the administrative operations of the Referees Department (RD), while reporting to the Lead, Development (Referees).

The RDO shall support and develop all levels and areas of refereeing in accordance with the objectives of the RD and FAS.

The RDO will assist in the completion of special projects such as referee courses and workshops, including planning of training and cohesion programmes for our match officials and referee coaches. Ensure procurement procedures and financial regulations are strictly adhered to in relation to RD purchases.

 

Duties & Responsibilities

• Maintain a database of all referees including their pathways, assessments, feedback, classifications, certifications, and accurate contact information

• Work with the Lead Development, to facilitate programmes and the overall well-being of the match officials, as well as communicate effectively with the stakeholders, leagues, and football community

• Assist the Lead Development with the set-up and execution of programmes such as referee courses, camps, workshops, welfare events, etc

• Assist with the deployment of referees to grassroots and amateur level matches

• Processing of monthly referee’s allowance submissions for all match officials

• Conduct recruitment outreach, collaboration activities with schools and other identified relevant establishment

• Assist internal stakeholders such as referee technical instructors/coaches, fitness instructors/coaches, assessors, and volunteers with administrative task

• Assist with accurate control of department assets such as but not limited to referee apparels and equipment, course supplies and office supplies

• Work with the Corporate Communications department on a communications plan for the output of refereeing journals and publications

• Ensure procurement procedures and financial regulations are strictly adhered to in relation to RD purchases

• Assist with planning, recommending, and maintaining of the department budget

Executive Assistant (General Secretary’s Office)

Job Summary

Reporting directly to the General Secretary (GS), the ideal candidate shall display a versatile and highly organised ability to perform personalised administrative duties for the executive office.

As an experienced Executive Assistant, you will play a crucial role in ensuring the smooth functioning of our executive team’s day-to-day operations.

You will be responsible for managing calendars, coordinating meetings, making travel arrangements, handling correspondence, and performing various administrative tasks to support the executives in their roles.

The ideal candidate will have a proven track record of providing high-level administrative support in a fast-paced environment.

In addition, the Executive Assistant is also expected to exhibit excellent organizational skills and demonstrable experience in a secretarial role and work as the gatekeeper on matters that are required for the knowledge and consumption of the Council, GS and the senior management.

Duties & Responsibilities

• Review all processes relating to information flow to the executive office so as to streamline further, the administrative and operational aspects of the organisation.

Manager/Senior Manager, International Relations & Stakeholder Management (IR&SM)

Job Summary

Reporting to the General Secretary/Deputy General Secretary, the Manager, IR&SM will work to develop and streamline the FAS’s strategic functions of the FAS which include but not limited to funding-related activities, fostering partnerships and engagements with key international stakeholders such FIFA, AFC, AFF and other Member Associations.
The Manager, IR&SM will also manage strategic internal stakeholders for the FAS including but not limited to MCCY, SportSG, SNOC, other government agencies as well as FAS Members.

Duties & Responsibilities

• To assist in driving and managing FAS’ strategic initiatives through the General Secretary’s Office.
• To manage key partnerships with government agencies and funding authorities to maximise funding opportunities for the FAS, including all reporting procedures.
• To manage key strategic relationships with FIFA, AFC and AFF to ensure full optimization and utilization of funds for FAS, including all reporting procedures.
• Integrate and prepare reports for Senior Management Meeting (SSM), EXCO, Council and designated Committee and Standing Committee Meetings.
• To coordinate key function areas for the FAS Congress/Extraordinary Congress.
• To assist with the coordination of the Annual Work Plan, SSM and any events involving key stakeholders for the FAS.

Executive, Finance

Job Summary

Reporting to the Manager, Finance, the Executive, Finance will be responsible for the financial operations, budgeting and compliance functions.

Job Description

 

  • Handle the budgeting and forecasting processes including review of budget utilisation and virement requests.
  • Monitor cash flow and prepare weekly cash flow forecast report.
  • In-charge of the accuracy of items classified as inventory as per the financial policy.
  • Prepare for GST submission on a quarterly basis and GST reconciliation after financial year-end audit completion.
  • Involve in month-end and year-end accounts closing, by carrying out accounts reconciliation, preparing accruals and prepayment schedule, and preparing adjustment entries.
  • Help monitor Accounts Payable staff to ensure that due dates of vendor invoices and payable subsidies are tracked and that proper payment planning is carried out for payments to be made by due dates stipulated.
  • Manage and guide Accounts Payable staff on daily operational matters as well as review work carried out and ensure transaction accuracy, completeness and that processes are done correctly.
  • Assist in the preparation of monthly management reports for Management review.
  • Assist in the preparation of quarterly management reports for Council review.
  • Assist the Head, Finance in various day-to-day work, projects and assignments.
