Pot 1 contains defending champions Vietnam and record five-time winners Thailand (joint-top seeds), Pot 2 has Malaysia (third seed) and Myanmar (fourth seed), Pot 3 comprises the Philippines and Indonesia (joint-fifth seeds), and Pot 5 is made up of Laos (ninth seed) and the winner of the qualification round between Timor Leste (10th seed) and Brunei (11th seed).
