Notice of Congress and the Election of the President of the Football Association of Singapore for the remaining term of the FAS Council (2021-2025)

SINGAPORE, 18 AUGUST 2023 – Pursuant to Article 29.2 of the Football Association of Singapore (FAS) Constitution, the Council of the FAS hereby calls for the 41st FAS Annual Congress 2023 and the election of the President of the FAS for the remaining term of the FAS Council (2021-2025), on the date, time and place as indicated below:

Criteria of Candidates

A candidate for the office of the President shall have played an active role in association football (eg as board member, committee member, or an official within FIFA, a confederation, an association or an Ordinary Member of FAS for two of the last five years before being proposed as a candidate. (FAS Constitution Article 28.3a)

 

Proposers

In the case of the election on an Individual Basis, each candidate shall be proposed by an Ordinary Member individually. Each Ordinary Member may only propose not more than two candidates running for the office of President on an Individual Basis. If an Ordinary Member presents a proposal for more than two candidates running for election on an Individual Basis, all its proposals on an Individual Basis shall become invalid. (FAS Constitution Article 28.8)

 

 

Voting

Please be reminded of the following conditions/requirements pertaining to the voting delegates and votes as set out in the table below:

1. 24.3 Each Ordinary Member shall have one delegate with the right to vote.
2. 24.3 Only the delegates present are entitled to vote. Voting by proxy or by letter is not permitted.
3. 24.4 All voting delegates have to be at least 21 years of age.
4. 24.5 Delegates must belong to the Member that they represent and be appointed or elected by the appropriate body of that Member. They must also be able to produce evidence of this upon request.

 

Ordinary members who have registered their attendance for the election shall be present at the voting venue on election day by the time the official voting proceedings commence. Failure to do so will disqualify the member(s) from voting.

 

Candidates contesting on an Individual Basis shall be present at the voting venue on election day by the time the official voting proceedings commence.

 

Electoral Committee

The following persons have been voted on 25 September 2021 by the members of the FAS at the 39th FAS Annual Congress to form the FAS Electoral Committee (2021-2025):

 

  1. Ng Yong Ern, Raymond, Chairperson;
  2. Krishna Ramakrishna Sharma, Deputy Chairperson;
  3. Aw Hai Ming, Jason, Member of the FAS Electoral Committee.

 

The Electoral Committee is responsible for all tasks relating to the organisation, running and supervision of the election for the FAS Council, including conducting eligibility and integrity checks on the candidates.

 

 

Electoral Appeal Committee

The following persons have been voted on 25 September 2021 by the members of the FAS at the 39th FAS Annual Congress to form the FAS Electoral Appeal Committee (2021-2025):

 

  1. Eu Hai Meng, Michael, Chairperson;
  2. Low Jin Liang, Deputy Chairperson;
  3. Rajvant Kaur, Member.

 

The Electoral Appeal Committee is responsible for all tasks relating to the appeals for the conduct of eligibility and integrity checks on the candidates.

Collection of Forms and Documents (Candidature)

The following documents can be collected at the FAS General Secretariat (located at FAS Headquarters, 100 Tyrwhitt Road, Level 1, Jalan Besar Stadium, Singapore 207542 between 18 August and 31 August 2023, between the hours of 9.30 am to 6.00 pm.

 

  1. FAS Constitution
  2. FAS Electoral Code 2021
  3. Form 1: Nomination Form
  4. Form 2: Declaration of Integrity
  5. Form 3: Appeal Form

 

Submission of Forms and Documents

Candidates shall submit all completed nomination forms and deliver them by hand together with the following documents:

 

  1. A front and back coloured copy of the NRIC;
  2. Declaration of Integrity Form;
  3. Insolvency Clearance Record (to print and submit the status update from https://eservices.mlaw.gov.sg/ipto/forms/io/io-home.form )

 

Candidates for the office of the President shall produce relevant documents or proof if any, to satisfy the criteria for the respective offices of the Council.

 

All forms connected with the Nomination for candidates to stand in the election shall be completed and delivered by hand to the FAS General Secretariat, FAS Headquarters, 100 Tyrwhitt Road, Level 1, Jalan Besar Stadium, Singapore 207542, in exchange for acknowledgement of receipt, not later than 6.00 pm, Thursday, 31 August 2023.

 

Operating Hours

For the purposes of this election, in particular, the collection and submission of all forms shall be done at the FAS General Secretariat which will operate from 9.30 am to 6.00 pm daily including Saturdays and Sundays.
