Notice of Extraordinary Congress for the Election of the FAS Council (2021 – 2025)
SINGAPORE, 15 MARCH 2021 – Pursuant to Article 31.1 Constitution of Football Association of Singapore (FAS) and FAS Electoral Code 4.1 (Edition 2021), the Executive Committee of the FAS hereby calls for the election of the members of the FAS Council for the term 2021 – 2025 on the date, time and place as indicated below:

The agenda of the Extraordinary Congress shall be for the Election of the FAS Council for the term 2021 – 2025.
In view of the current restrictions with regards to the congregation of large numbers of people for any activity and the implementation of Safe Management Measures outlined by the Multi-Ministry Taskforce, only one (1) representative of each Ordinary Member who have fulfilled all membership requirements as of 15 March 2021 will be invited to attend. The proceedings of the FAS Extraordinary Congress 2021 will be live streamed on the FAS YouTube Channel.
Election of the Council Members
The election of the Council Members shall be carried out in two ways namely on a Slate Basis and on an Individual Basis (Article 28.4 of the FAS Constitution).
In the Slate Basis, a team comprising nine (9) candidates for the office of the President, the Deputy President, the four (4) Vice Presidents and three (3) Council Members shall be proposed and elected en bloc (Article 28.5 of the FAS Constitution).
In the Individual Basis, the election of the remaining six (6) Council Members shall be proposed and elected individually (Article 28.6 of the FAS Constitution).
The FAS Council shall consist of at least one female Council Member (Article 35.1 (d) of the FAS Constitution).
Proposers
Each Ordinary Member may only propose one (1) Slate of candidates running for the office of Council Members on a Slate Basis and not more than two (2) candidates running for the office of Council Members on an Individual Basis. If an Ordinary Member presents a proposal for more than one (1) Slate of candidates running for election on a Slate Basis, all its proposals on a Slate Basis shall become invalid.
Similarly, if an Ordinary Member presents a proposal for more than two (2) candidates running for election on an Individual Basis, all its proposals on an Individual Basis shall become invalid (Article 28.8 of the FAS Constitution).
The candidatures for the election on a Slate Basis shall only be valid if proposed by at least (2) Ordinary Members which include the Ordinary Member making the proposal for the candidatures on a Slate Basis (Article 28.9 of the FAS Constitution).
Each of the candidates running for election on an Individual Basis for the remaining six (6) seats for Council Member, shall only be valid if proposed by at least one (1) Ordinary Member (Article 28.10 of the FAS Constitution).
Replacement of Candidate
In the event that any of the candidates standing for election to the office of President, Deputy President or Vice Presidents on a Slate Basis, fails to qualify for election for any of these stated offices, he may only, as the first option, be replaced by another candidate from the same Slate who qualifies for the said office that he is unable to qualify for (Article 28.11 of the FAS Constitution).
If there is no qualified candidate from the Slate to replace him in the office of the President, Deputy President or Vice President, only one final replacement from outside of the Slate is allowed within two (2) days of him being informed about his ineligibility (Article 28.12 of the FAS Constitution).
If any slot of or for the three (3) Council Members forming the Slate is left vacant by the replacement exercise referred to in Article 28.11, this slot may be replaced by a final candidate outside of the Slate within two (2) days as specified in Article 28.12 (Article 28.13 of the FAS Constitution).
Voting
Please be reminded of the following conditions/requirements pertaining to the voting delegates and votes as set out in the table below:

Ordinary members who have registered their attendance for the election shall be present at the voting venue by the time the official voting proceedings commence.
Electoral and Electoral Appeal Committees
The following individuals have been voted on 16 November 2017 to form the Electoral Committee:
- Ng Yong Ern, Raymond, Chairperson of the Electoral Committee;
- Krishna Ramakrishna Sharma, Deputy Chairperson of the Electoral Committee;
- Aw Hai Ming, Jason, Member of the Electoral Committee.
The following individuals have been voted on 16 November 2017 to form the Electoral Appeal Committee:
- Eu Hai Meng, Michael, Chairperson of the Electoral Appeal Committee;
- Low Jin Liang, Deputy Chairperson of the Electoral Appeal Committee;
- Amardeep Singh S/O Gurcharan Singh, Member of the Electoral Committee.
The Electoral Committee is responsible for all tasks relating to the organisation, running and supervision of the election for the FAS Council, including conducting eligibility and integrity checks on the candidates (Article 7 of the FAS Electoral Code).

Collection of Forms and Documents (For Candidates)
The following documents can be collected at the FAS General Secretariat (located at Jalan Besar Stadium, 100 Tyrwhitt Road, Annex Building, Level 4, Singapore 207542) between 15 March and 29 March 2021, between the hours of 9.30am to 6.00pm or downloaded from the FAS website at http://fas.org.sg/extraordinarycongress:

Criteria of Candidates
For the office of the President, the candidate shall provide proof that he has played an active role in association football (e.g. as board member, committee member, or an official within FIFA, a confederation, an association or an Ordinary Member of FAS) for two (2) of the last five (5) years before being proposed as a candidate.
All candidates for the office of the Deputy President and Vice Presidents shall have played an active role, either in association football (e.g. as board member, committee member, or an official within FIFA, a confederation, an association, or an Ordinary Member of FAS) for two (2) of the last five (5) years before being proposed as a candidate or an active role in the management of sports in general or a sport in particular (e.g. as a member of a Board or an official or Committee Member of the sport organisation or educational institution) for two (2) of the last five (5) years before being proposed as a candidate.
Candidates for the remaining office of the Council shall, either:
i) Have served football or sports in general or a sport in particular at association, club, society, educational institutions, regional or national level for two (2) of the last five (5) years before being proposed as a candidate;
or
ii) Be a person who has, for two (2) of the last five (5) years before being proposed as a candidate, professional and/or technical skills and knowledge beneficial to the management and administration of football.
Submission of Forms and Documents
Candidates shall submit all completed nomination forms and deliver by hand together with the following documents:
- A front and back coloured copy of the NRIC
- Declaration of Integrity Form
- Insolvency Clearance Record (accessible via www.mlaw.gov.sg/eservices/io/)
Candidates for the respective office of the President, Deputy President, Vice President or Council Member shall produce relevant documents or proof if any, to satisfy the criteria for the respective offices of the Council.
All forms connected with the Nomination of candidates to stand in the election of the FAS Council shall be completed and delivered by hand to the FAS General Secretariat, 100 Tyrwhitt Road, Annex Building, Level 4, Jalan Besar Stadium, Singapore 207542, in exchange for acknowledgement of receipt, not later than 6pm, Monday, 29 March 2021.
Operating Hours
For the purposes of this election, in particular, the collection and submission of all forms shall be done at the FAS General Secretariat which will operate from 9.30am to 6.00pm daily, including Saturdays and Sundays.
